Most ingredients have been tested on animals - but years ago. (And if they don't hurt you then they didn't hurt the animal).
Most companies these days DON'T test products on animals and they use ingredients that they know are safe to use.
Even the ingredients used by Body Shop have been tested on animals by someone else. But Body Shop don't do any testing on animals themselves.
I agree that formulations using natural ingredients are better than non-natural ingredients. But don't assume that just because something is natural it is safe to use. Toadstools are natural but you wouldn't eat one. And people can be allergic to natural materials just as easily as manufactured ones. Just look hoe many people are allergic to nuts.

As someone else has said there are quite a few brands that sell under the canopy of not tested on animals but, that means the finished product not the individual ingredient's!
Also, when thinking about these things you have to consider other products such as toothpaste, I heard a long time ago that Colgate do test on animals.
You are asking the wrong question as some of the manafacturers do not test them on animals due to the ingredients already been tested.
So if they claim not to test on animals for cosmetics then ask yourself why not? You will find a lot of strange things used to mis-inform the general public.

Make your own cosmetics, that's the only way. If you ever wondered why Body Shop's slogan is 'Against animal testing' rather than 'Our products have not been tested on animals', it's because that even though the finished product is not tested on animals, the actual ingredients are - prior to being mixed to a product.
Seriously, make you own stuff, it's fun, cheap and you get such satisfaction out of it. Furthermore, you avoid allergens and parabens (hormones) which is otherwise almost impossible to avoid today.

L'Oreal now owns the Body Shop and Nestle is the major share holder of L'Oreal. Nestle being one of the most unethical corparations on the planet with their baby milk and the 3rd World. So if you do care then please don't give money to The Body Shop.

The Body Shop is the only one that I can be certain of, both for testing policies and for excellent quality, up-to-date colours. And their prices are darned reasonable, too!

Lush is where I shop. It has really nice stuff in there and it is animal cruelty free!
Estee Lauder is a great place to start and they manufacture many different brands. Try Kohls for a good price. Estee Lauder makes a lot of their stuff.

Virgin Vie. They test everything on prisoners. I went to a Virgin Vie party 2 weeks since and the lady who presented the party informed us of that little gem.
